That would be an altruistic upgrade, quite the opposite of neocon intentions. Their m.o. is to weaken whatever group occupies a land through any means genetic or memetic. And there’s no racially degenerating Detroit unless one can find sufficient numbers of Australoids to import, and this is assuming they wont quickly be feasted upon in all manners by the hyper-aggressive natives. 4
